Ethical and Legal Challenges of Artificial Intelligence in Public Administration

| Abstract | The integration of Artificial Intelligence (AI) into public administration has introduced significant opportunities for improving governance efficiency, policy development, public service delivery, and administrative decision-making. Governments worldwide are increasingly adopting AI-based systems for applications such as automated service delivery, predictive analytics, fraud detection, resource allocation, public safety management, and citizen engagement. However, the rapid adoption of AI in government institutions has also generated complex ethical and legal challenges related to transparency, accountability, privacy protection, algorithmic bias, human oversight, and regulatory compliance. This study provides a comprehensive analysis of the ethical and legal challenges associated with Artificial Intelligence implementation in public administration. The research adopts a qualitative and analytical methodology based on secondary data collected from academic literature, government policy documents, AI governance frameworks, and international case studies. The study examines major concerns including algorithmic discrimination, lack of explainability, data governance issues, cybersecurity risks, legal responsibility, digital inequality, and challenges in maintaining democratic accountability. The findings reveal that while AI can significantly enhance administrative efficiency and evidence-based policymaking, uncontrolled adoption may create risks to fundamental rights, public trust, and institutional accountability. Explainable Artificial Intelligence (XAI), ethical AI frameworks, strong data protection regulations, human-centred governance models, and transparent decision-making mechanisms are essential for responsible AI adoption in government systems. The study concludes that successful implementation of AI in public administration requires a balanced approach combining technological innovation with ethical principles and legal safeguards. Future governance models must ensure that AI systems remain transparent, fair, accountable, and aligned with democratic values while supporting efficient and inclusive public services. |
