Blockchain Technology for Transparent Governance, Digital Identity, and Secure Public Services

| Abstract | Blockchain technology has emerged as a transformative digital innovation with the potential to enhance transparency, accountability, security, and efficiency in public governance and service delivery. Originally developed as the underlying technology for cryptocurrencies, blockchain has evolved into a decentralized, immutable, and cryptographically secure distributed ledger capable of supporting trusted digital transactions without reliance on centralized intermediaries. Governments worldwide are increasingly exploring blockchain-based solutions for digital identity management, public administration, land registration, taxation, healthcare records, public procurement, electronic voting, supply chain monitoring, and citizen services. By ensuring data integrity, traceability, and transparency, blockchain contributes significantly to improving public trust, reducing corruption, enhancing cybersecurity, and promoting digital transformation in governance. This study examines the application of blockchain technology for transparent governance, digital identity, and secure public services through a multidisciplinary perspective. Employing a qualitative and analytical research methodology based on secondary data from computer science, public administration, information systems, cybersecurity, law, economics, and digital governance literature, the study explores blockchain architectures, governance models, implementation strategies, public sector applications, challenges, and future research directions. Particular attention is given to decentralized identity (DID), smart contracts, blockchain interoperability, privacy-preserving technologies, and regulatory frameworks supporting responsible blockchain adoption. The findings indicate that blockchain significantly improves transparency, accountability, operational efficiency, and trust in public administration while enabling secure digital identities and resilient public service infrastructures. However, challenges related to scalability, interoperability, regulatory uncertainty, energy consumption, governance complexity, cybersecurity, and digital inclusion continue to influence large-scale implementation. The study concludes that blockchain technology, when integrated with Artificial Intelligence (AI), cloud computing, and digital governance frameworks, has the potential to redefine future public administration by enabling secure, citizen-centric, and transparent digital ecosystems. |
