Smart Technologies and Data-Driven Decision Making for Sustainable Urban and Regional Development

Abstract Rapid urbanization, population growth, climate change, infrastructure pressure, and increasing demand for public services have created complex challenges for cities and regions worldwide. Smart technologies and data-driven decision-making offer new opportunities to address these challenges by integrating Artificial Intelligence (AI), Internet of Things (IoT), Big Data Analytics, Geographic Information Systems (GIS), remote sensing, Cloud Computing, Edge Computing, Digital Twins, Blockchain, and intelligent decision support systems into urban and regional planning. These technologies enable governments, planners, businesses, and communities to collect, process, analyse, and utilize real-time information for improving transportation, energy management, water resources, waste management, environmental monitoring, public safety, healthcare, and infrastructure development.
This study examines the role of smart technologies and data-driven decision-making in sustainable urban and regional development using a multidisciplinary perspective. A qualitative and analytical research methodology based on secondary literature from urban planning, information technology, environmental science, civil engineering, economics, public administration, geography, and sustainability studies is adopted. The study analyses the technological foundations of smart cities and regions, data-driven governance mechanisms, sustainable infrastructure strategies, citizen participation, and implementation challenges. Particular emphasis is placed on AI-enabled urban analytics, smart mobility, intelligent energy systems, Digital Twins, environmental monitoring, predictive infrastructure management, and evidence-based public policy.
The findings indicate that smart technologies can significantly improve urban service efficiency, resource utilization, environmental sustainability, infrastructure resilience, and public-sector decision-making. Data-driven systems enable real-time traffic management, predictive maintenance, intelligent energy distribution, optimized waste collection, climate-risk assessment, and improved allocation of public resources. However, challenges related to data privacy, cybersecurity, digital inequality, fragmented data systems, high implementation costs, interoperability, technological dependence, and institutional capacity may limit adoption. The study proposes a multidisciplinary framework integrating technology, governance, infrastructure, sustainability, and citizen participation. It concludes that sustainable smart development requires not merely technological deployment but a coordinated approach that combines data intelligence with inclusive governance, environmental responsibility, resilient infrastructure, and human-centred urban planning.
