Integrated AI and IoT Frameworks for Sustainable Smart City Development

Abstract Rapid urbanisation, population growth, resource constraints, climate change, and increasing demands for efficient public services have accelerated the development of smart cities. The integration of Artificial Intelligence (AI) and the Internet of Things (IoT) provides an important technological foundation for developing intelligent, connected, and sustainable urban environments. IoT enables cities to collect real-time information through interconnected sensors and devices, while AI processes these data to identify patterns, predict future conditions, optimise resources, and support automated decision-making. This study examines integrated AI-IoT frameworks for sustainable smart city development, focusing on intelligent transportation, energy management, waste management, water systems, environmental monitoring, public safety, and healthcare. A qualitative and analytical methodology based on secondary research is adopted. The study proposes a layered AI-IoT framework consisting of sensing, connectivity, data management, intelligence, decision-making, and application layers. The analysis indicates that AI-IoT integration can improve resource efficiency, reduce operational costs, enhance service delivery, and strengthen urban resilience. However, cybersecurity vulnerabilities, data privacy, interoperability, infrastructure costs, digital inequality, algorithmic bias, and governance challenges remain significant barriers. The study concludes that smart city development should move beyond technology-centric approaches toward human-centred and sustainability-oriented ecosystems in which AI and IoT support environmental responsibility, economic efficiency, social inclusion, and improved quality of urban life.
