Artificial Intelligence and Social Innovation: Designing Technology-Enabled Solutions for Inclusive and Sustainable Development

Abstract Artificial Intelligence (AI) is increasingly influencing the design, implementation, and scaling of social innovations intended to address complex economic, environmental, and societal challenges. AI-enabled technologies can support improved decision-making, resource allocation, service delivery, forecasting, and citizen engagement across areas such as healthcare, education, agriculture, environmental management, financial inclusion, and public administration. At the same time, the use of AI for social innovation creates important challenges relating to digital inequality, algorithmic bias, privacy, transparency, accountability, employment disruption, and unequal access to technological resources. This paper examines the relationship between artificial intelligence and social innovation, with particular emphasis on how technology-enabled solutions can contribute to inclusive and sustainable development. A qualitative and conceptual research methodology is adopted through an analysis of literature on AI, social innovation, digital transformation, sustainable development, inclusive innovation, and responsible technology governance. The study identifies five major mechanisms through which AI can support social innovation: intelligent service delivery, predictive decision-making, resource optimisation, personalised interventions, and participatory problem-solving. The analysis further demonstrates that technological capability alone is insufficient to produce positive social outcomes. Effective AI-enabled social innovation requires human-centred design, stakeholder participation, appropriate infrastructure, digital skills, ethical governance, and mechanisms for evaluating social impact. The paper proposes a framework connecting AI capabilities with social needs, inclusive participation, responsible governance, and measurable sustainability outcomes. The study concludes that AI can become a powerful instrument for inclusive development when it is designed and governed as a tool for augmenting human capabilities rather than replacing human judgement and social institutions.
