Intelligent Decision-Making Systems for Public Administration: Opportunities for Efficient and Transparent Governance

| Abstract | The rapid development of artificial intelligence, big-data analytics, machine learning, and automated decision-support technologies is transforming public administration. Intelligent decision-making systems can assist government institutions in analysing large datasets, identifying patterns, allocating resources, forecasting demand, detecting irregularities, and improving public-service delivery. At the same time, the adoption of intelligent systems raises important questions concerning transparency, accountability, fairness, privacy, cybersecurity, and human oversight. This study examines the opportunities and challenges associated with intelligent decision-making systems in public administration, with particular attention to administrative efficiency and transparent governance. A qualitative and conceptual methodology based on secondary literature and policy-oriented research is adopted. The study analyses applications in public-service delivery, resource allocation, policy analysis, fraud detection, emergency management, and citizen engagement. The findings indicate that intelligent systems can significantly strengthen administrative responsiveness and evidence-based decision-making when supported by reliable data, institutional capacity, appropriate governance mechanisms, and meaningful human oversight. However, poorly designed systems may reproduce existing biases, obscure decision processes, create privacy risks, and weaken public trust. The study proposes a responsible intelligent-governance framework based on transparency, explainability, accountability, inclusiveness, data protection, cybersecurity, and continuous evaluation. The study concludes that intelligent decision-making should complement rather than replace public-sector judgment and democratic accountability. |
