Quantum Technologies and Innovation Policy: Preparing Institutions for the Next Computing Paradigm

Abstract Quantum technologies are emerging as a transformative technological paradigm with potential implications for computing, communications, sensing, cryptography, materials science, healthcare, finance, defence, and industrial innovation. Unlike conventional digital technologies, quantum systems exploit principles such as superposition, entanglement, and quantum interference to process and represent information in fundamentally different ways. While substantial scientific and commercial progress has been achieved, the transition from experimental quantum systems to reliable, scalable applications presents significant institutional and policy challenges. This paper examines the relationship between quantum technologies and innovation policy, with particular emphasis on institutional preparedness. A conceptual qualitative methodology is adopted to analyse developments in quantum computing, quantum communication, quantum sensing, workforce development, research infrastructure, intellectual property, cybersecurity, investment, and regulatory governance. The paper proposes an institutional quantum-readiness framework based on strategic awareness, research capacity, infrastructure, talent, cybersecurity, industry collaboration, funding, governance, and responsible innovation. The analysis suggests that institutions should not treat quantum technology solely as a future computing upgrade. Instead, it should be approached as a broader technological ecosystem requiring coordinated preparation across research, education, industry, government, and cybersecurity. Particular attention is required because sufficiently capable quantum computers could threaten widely deployed public-key cryptographic systems, creating an urgent need for post-quantum security planning. The paper argues that successful quantum innovation policy should balance long-term scientific investment with near-term organisational preparedness. Institutions that establish interdisciplinary expertise, quantum-safe cybersecurity, flexible infrastructure, and collaborative innovation mechanisms are likely to be better positioned to benefit from the emerging quantum economy.
