Semiconductor Supply Chain Resilience: Innovation Strategies for a Geopolitically Disrupted Technology Economy

Abstract The semiconductor industry has become a strategic foundation of the contemporary digital economy, supporting artificial intelligence, telecommunications, consumer electronics, automotive systems, defence technologies, renewable energy, and advanced computing. At the same time, semiconductor supply chains have become increasingly vulnerable to geopolitical tensions, trade restrictions, technological competition, natural disasters, concentration of manufacturing capacity, and disruptions in critical materials and equipment. This paper examines semiconductor supply chain resilience as a strategic innovation challenge rather than simply a logistics problem. It analyses the structural characteristics of global semiconductor production, including geographic concentration, dependence on specialised manufacturing equipment, critical materials, advanced packaging, foundries, and complex international networks. The paper proposes a Semiconductor Supply Chain Resilience Framework based on diversification, regional capacity development, strategic inventories, supplier visibility, digital twins, artificial intelligence, advanced manufacturing, collaborative ecosystems, and circular resource strategies. Particular attention is given to the role of geopolitical risk in shaping investment decisions and technology policies. The paper argues that complete supply-chain self-sufficiency is neither economically realistic nor necessarily desirable. Instead, resilient semiconductor ecosystems should combine strategic autonomy in critical capabilities with diversified international partnerships. The study concludes that future semiconductor competitiveness will increasingly depend on the ability of governments and firms to balance efficiency, innovation, security, sustainability, and geopolitical risk.
