Technology Adoption in Emerging Economies: Understanding the Interaction of Innovation, Infrastructure and Institutional Capacity

Abstract Technology adoption has become a central determinant of economic transformation, productivity growth, social development and institutional modernisation in emerging economies. However, the diffusion of digital and technological innovations across developing markets is rarely determined by technological availability alone. Adoption outcomes are shaped by the interaction among innovation capability, physical and digital infrastructure, institutional capacity, human capital, financial resources, regulatory environments and social acceptance. This paper examines the multidimensional determinants of technology adoption in emerging economies and develops an integrated framework connecting innovation, infrastructure and institutional capacity. Particular attention is given to digital technologies, artificial intelligence, financial technology, cloud computing, mobile platforms, digital public infrastructure, advanced manufacturing and smart agricultural systems. The paper argues that technology adoption is best understood as an ecosystem-level process in which innovation generates technological opportunities, infrastructure determines accessibility and scalability, and institutional capacity influences trust, regulation, implementation and long-term sustainability. A Technology Adoption Ecosystem Framework is proposed to explain how these factors interact across national, organisational and individual levels. The study also examines major barriers, including inadequate connectivity, affordability constraints, skills shortages, weak institutions, regulatory uncertainty, cybersecurity risks, fragmented digital systems and unequal access to technological opportunities. The analysis suggests that emerging economies can accelerate technology adoption by combining infrastructure investment with innovation-oriented policies, institutional strengthening, workforce development, inclusive financing and adaptive regulation. The paper concludes that successful technology adoption should not be measured simply by the number of technologies deployed, but by their ability to generate productive, inclusive, resilient and sustainable socioeconomic outcomes.
