Frontier Technology Governance: Balancing Innovation, Economic Competitiveness, Security and Social Responsibility

| Abstract | Frontier technologies—including artificial intelligence, quantum computing, advanced biotechnology, autonomous systems, synthetic biology, advanced robotics, immersive technologies and next-generation communication systems—are rapidly transforming the technological and economic landscape. Their potential to increase productivity, generate new industries and address complex societal challenges is accompanied by significant risks involving cybersecurity, privacy, economic disruption, safety, inequality and geopolitical competition. Conventional regulatory approaches are often designed for relatively stable technologies and may therefore struggle to govern rapidly evolving technological systems whose capabilities and applications change faster than regulatory cycles. This paper examines the emerging field of frontier technology governance and develops an integrated framework for balancing innovation, economic competitiveness, security and social responsibility. It argues that effective governance should move beyond technology-specific regulation towards adaptive, risk-based and ecosystem-oriented approaches that combine regulatory capacity, technical standards, institutional coordination, corporate responsibility and public participation. The paper examines the interaction between innovation policy and governance, the strategic importance of technological competitiveness, emerging security challenges, responsible technology development and the role of international cooperation. A Frontier Technology Governance Framework is proposed around five interconnected dimensions: innovation enablement, economic competitiveness, risk and security management, social responsibility, and adaptive institutional governance. The study further identifies challenges related to regulatory uncertainty, fragmented governance, technological concentration, cross-border risks, dual-use applications, algorithmic bias, privacy, accountability and unequal access. The paper concludes that effective governance should neither suppress technological experimentation nor permit uncontrolled deployment. Instead, governments and organisations should develop flexible governance systems capable of continuously assessing technological risks while preserving incentives for responsible innovation and long-term economic development. |
