Neurotechnology and Digital Well-Being: Opportunities and Ethical Challenges in AI-Assisted Cognitive Systems

Abstract The convergence of neurotechnology, artificial intelligence, wearable computing and digital health is creating new possibilities for monitoring, supporting and augmenting human cognitive functions. Neurotechnology can capture neural and physiological signals through techniques such as electroencephalography, functional neuroimaging, brain–computer interfaces and emerging wearable neural sensors, while artificial intelligence can transform these signals into estimates of cognitive states, attention, workload, fatigue and emotional responses. These developments have potential applications in healthcare, education, rehabilitation, workplace safety, assistive technologies and personal digital well-being. However, the increasing ability to infer information about human cognition also creates significant ethical, social and governance challenges. Neural data may reveal highly sensitive information about individuals, while AI-based cognitive inference can introduce bias, uncertainty, surveillance risks and questions concerning autonomy, consent, identity and mental privacy. This paper examines the emerging relationship between neurotechnology and digital well-being, focusing on AI-assisted cognitive systems and their potential benefits and risks. A conceptual framework is proposed for integrating neural sensing, AI analytics, personalised feedback and human-centred governance. Particular attention is given to cognitive workload monitoring, digital fatigue, adaptive interfaces, mental-health support, neurorehabilitation and workplace applications. The paper argues that responsible development requires privacy-preserving architectures, meaningful informed consent, transparency, uncertainty communication, human oversight and strong safeguards against coercive cognitive surveillance. The future of AI-assisted neurotechnology should therefore be guided not only by technical performance but also by principles of human autonomy, dignity, equity and cognitive freedom.
