AI-Enabled Financial Inclusion: Exploring Intelligent Credit Assessment and Responsible Digital Lending

Abstract Artificial intelligence (AI) is increasingly transforming financial services by enabling automated credit assessment, alternative-data analysis, fraud detection and personalised digital lending. These capabilities create significant opportunities for expanding financial inclusion among individuals and small businesses that remain underserved by conventional financial institutions. This paper examines the role of AI-enabled financial systems in improving access to responsible credit, with particular emphasis on intelligent credit assessment and digital lending. A conceptual framework is developed in which conventional financial information, alternative data, machine-learning models, digital identity systems and responsible-lending mechanisms are integrated to evaluate creditworthiness. The paper examines how AI can address information asymmetry by identifying credit-relevant patterns among applicants with limited or no traditional credit histories. At the same time, it evaluates major risks associated with algorithmic lending, including discriminatory outcomes, opaque decision-making, privacy concerns, excessive indebtedness, data-quality problems and cybersecurity threats. Particular attention is given to explainable AI, fairness assessment, human oversight, transparent pricing, affordability evaluation and consumer protection. The analysis suggests that AI can improve lending efficiency and potentially broaden access to formal financial services, but technological sophistication alone does not guarantee financial inclusion. Responsible digital lending requires a combination of accurate models, high-quality data, transparent governance, appropriate regulatory oversight and mechanisms that protect vulnerable borrowers. The paper proposes a human-centred AI lending framework designed to balance financial accessibility, risk management, consumer protection and institutional sustainability.
