Digital Innovation in Small and Medium Enterprises: Barriers, Capabilities and Pathways to Technology Adoption

Abstract Digital technologies are increasingly reshaping competitive environments, business models and organisational processes, creating both opportunities and challenges for small and medium enterprises (SMEs). Technologies such as cloud computing, artificial intelligence, big data analytics, digital platforms, Internet of Things systems and enterprise software can improve operational efficiency, customer engagement, innovation capacity and market access. However, SMEs frequently face greater difficulties in adopting digital technologies than large organisations because of financial constraints, limited technical expertise, inadequate infrastructure, organisational resistance and uncertainty regarding technology investments. This paper examines the principal barriers, organisational capabilities and adoption pathways influencing digital innovation in SMEs. A conceptual framework is proposed that integrates technological readiness, organisational capability, managerial orientation, external ecosystem conditions and institutional support. The paper argues that successful digital transformation should not be understood simply as the acquisition of new technologies, but as a process of organisational learning, capability development and business-model adaptation. Particular attention is given to the importance of leadership, employee skills, digital infrastructure, cybersecurity, access to finance, partnerships and government support. The paper further develops a staged pathway from digital awareness and readiness assessment to experimentation, implementation, integration and continuous innovation. The analysis suggests that SMEs can improve their digital resilience by adopting scalable technologies, developing internal capabilities, participating in innovation ecosystems and using incremental rather than purely technology-driven transformation strategies. The paper concludes that effective SME digitalisation requires alignment between technology, organisational capabilities and the broader institutional environment.
