Technology Convergence and Regional Innovation: Assessing How Frontier Technologies Reshape Economic Development

| Abstract | Frontier technologies rarely transform regional economies through isolated adoption. Their developmental effects increasingly arise from convergence among artificial intelligence, advanced manufacturing, digital infrastructure, biotechnology, clean-energy systems, robotics, and data-intensive services. These combinations can create new products, production processes, entrepreneurial opportunities, and forms of industrial specialization. However, their benefits are not distributed automatically. Regions differ in research capacity, industrial structure, workforce skills, institutional coordination, infrastructure, investment access, and their ability to translate technological knowledge into locally embedded economic activity. This study develops a simulation-based framework for assessing how different technology-development pathways may influence regional innovation and economic performance. Five pathways were compared: fragmented technology adoption, digital-foundation development, sector-focused innovation clustering, cross-technology convergence, and inclusive place-based convergence. The pathways were evaluated across productivity, knowledge spillovers, commercialization, employment quality, inclusion, entrepreneurial capacity, and resilience. Their simulated composite scores were 58, 68, 77, 86, and 91, respectively. These values are illustrative scenario outputs rather than observed regional statistics. The analysis suggests that isolated technology projects provide limited regional transformation when they are disconnected from skills, firms, research institutions, and local supply chains. Stronger outcomes emerge when complementary technologies are integrated through coordinated innovation ecosystems. The findings also demonstrate that convergence can intensify regional inequality when advanced capabilities remain concentrated in already successful metropolitan centers. Technology policy must therefore move beyond generalized infrastructure provision or competitive grant allocation. Effective regional strategies should connect local productive strengths with frontier knowledge, encourage intersectoral experimentation, support small-firm absorption, develop transferable skills, and monitor the distribution of economic benefits. The study concludes that technology convergence can strengthen productivity and resilience, but only when it is embedded within inclusive, place-sensitive innovation governance. |
