Digital Sovereignty and Data Infrastructure: Strategic Challenges for Organizations in the Intelligent Economy

Abstract The transition towards an intelligent economy is fundamentally reshaping how organisations create, manage, exchange, and derive value from data. Cloud computing, artificial intelligence, Internet of Things platforms, digital public infrastructure, and cross-border data flows have created highly interconnected digital ecosystems, but they have also increased organisational dependence on external technology providers, foreign infrastructure, proprietary platforms, and complex regulatory environments. In this context, digital sovereignty has emerged as a strategic concept concerning an organisation's ability to maintain meaningful control over its data, digital infrastructure, technologies, and critical digital dependencies. This paper examines the relationship between digital sovereignty and data infrastructure and identifies the strategic challenges faced by organisations operating in increasingly intelligent and interconnected economies. A conceptual qualitative methodology is adopted to examine data governance, cloud dependency, technological concentration, cybersecurity, data localisation, interoperability, artificial intelligence, regulatory compliance, and digital supply-chain resilience. The paper proposes a strategic digital sovereignty framework based on six dimensions: data control, infrastructure autonomy, technological resilience, regulatory alignment, ecosystem interoperability, and organisational capability. The analysis suggests that digital sovereignty should not be interpreted as complete technological independence or isolation from global digital markets. Instead, it should be understood as the capacity to make independent strategic decisions, retain control over critical digital assets, manage dependencies, and maintain operational continuity. The study concludes that organisations should adopt multi-layered data architectures, strengthen governance, diversify critical technology dependencies, develop interoperable systems, and establish robust cybersecurity and contingency mechanisms. Digital sovereignty will increasingly become an important component of organisational resilience and competitiveness in the intelligent economy.
